BILATERAL RELATIONSHIP


Spain and the United States have a long history of official relations and are closely associated in many fields. In addition to U.S. and Spanish cooperation in NATO, defense and security relations between the two countries are regulated by a 1989 Agreement on Defense Cooperation, revised in 2003. Under this agreement, Spain authorized the United States to use certain facilities at Spanish military installations.

The two countries also cooperate in several other important areas. Under a 1964 agreement (currently being renegotiated), the U.S. National Aeronautics and Space Administration (NASA) and the Spanish National Institute of Aerospace Technology (INTA) jointly operate the Madrid Deep Space Communications Complex in support of Earth orbital and solar system exploration missions. The Madrid Complex is one of the three-largest tracking and data acquisition complexes comprising NASA's Deep Space Network.

An agreement on cultural and educational cooperation was signed on June 7, 1989. A new element, supported by both the public and private sectors, gives a different dimension to the programs carried out by the joint committee for cultural and educational cooperation. These joint committee activities complement the binational Fulbright program for graduate students, postdoctoral researchers, and visiting professors, which became the largest in the world in 1989. Besides assisting in these exchange endeavors, the U.S. Embassy also conducts a program of official visits between Spain and the United States.

Ambassador Luis CdeBaca from the Office to Monitor and Combat Trafficking in Persons (G/TIP) visited Madrid July 24-28 to review Spain’s efforts to combat trafficking in persons (TIP). He met with Minister of Equality Bibiana Aído, the Attorney General, as well as with other senior officials from the Ministries of Foreign Affairs, Interior, and Justice, and the Organized Crime Intelligence Center. Ambassador CdeBaca gave several interviews and participated in a roundtable discussion with La Red Española contra La Trata de Seres Humanos, the leading umbrella network of Spanish anti-TIP NGOs. The Ambassador discussed the most recent TIP report that was published by his office and praised Spain for its most recent raid against an organized crime network which led to the arrest of 105 individuals who were estimated to have sexually exploited over 350 individuals. He also congratulated Spain on its passage of a new law which establishes trafficking in persons as its own crime. Ambassador CdeBaca publically described this law as the most significant action that Spain has taken in years to combat trafficking in persons.

El embajador Luis CdeBaca, de la Oficina de Vigilancia y Lucha contra la Trata de Personas ha visitado Madrid del 24 al 28 de julio para revisar la labor española en la lucha contra el tráfico de personas. Se reunió con la Ministra de Igualdad, Bibiana Aido, el Fiscal General, así como con otros oficiales de alto rango del Ministerio de Asuntos Exteriores, del Interior y del de Justicia y con el Centro de Inteligencia del Crimen Organizado. El embajador CdeBaca concedio varias entrevistas y participó en una mesa redonda con la Red Española contra la Trata de Seres Humanos, una organización líder de la ONGs españolas dedicadas a la lucha contra la trata de personas. También habló sobre el informe más reciente publicado por su Oficina y alabó a España por la reciente captura de una banda criminal organizada, que significó la detención de 105 personas que presuntamente explotaban sexualmente a más de 350 personas. Del mismo modo felicitó a España por la aprobación de una nueva ley que establece que el tráfico de personas es un delito en sí mismo. Y afirmó públicamente que esta ley es la acción más significativa que España ha realizado para combatir el tráfico de personas.

Senior U.S. Government officials and business leaders met with their Spanish counterparts in the 15th annual US-Spain Forum held on July 24 in Washington, DC.

In three sessions, the more than 80 participants in the roundtables addressed opportunities to promote trade and innovation, the impact of financial market reforms and economic recovery, and the emerging economic and cultural force represented by the rapidly growing Hispanic communities in the United States. US Secretary of the Treasury Timothy Geithner led the panel discussion on the current economic climate with Spanish 2nd Vice President and Minister of Economy Elena Salgado.

XV Foro España-Estados Unidos celebrado en Washington

Altos funcionarios del Gobierno de los EE UU y responsables empresariales estadounidenses se reunieron con sus homólogos españoles en el XV Foro España – EE UU que tuvo lugar el 24 de julio de 2010 en Washington, DC.

En tres sesiones, los más de 80 participantes de las mesas redondas trataron oportunidades para promover el comercio y la innovación, el impacto de las reformas del mercado financiero y la recuperación económica, y la fuerza económica y cultural emergente de la creciente comunidad hispana de los Estados Unidos. El Secretario del Tesoro estadounidense, Timothy Geithner, encabezó el coloquio sobre el clima económico actual junto con la Vicepresidenta segunda y Ministra de Economía y Hacienda española, Elena Salgado.

On July 19, U.S. Consul General Peggy Gennatiempo and Miguel Ángel Villanueva, Delegate for Economy, Employment and Civic Participation in Madrid City Hall, presented the guide MADRID: FROM AMERICAN TO AMERICAN. The guide, which is published by the Madrid City Hall’s tourism office, features recommendations by U.S. citizens living in Madrid, and is one of 44 steps in the city hall’s USA Plan. The plan seeks to increase the number of U.S. visitors to Madrid.

El 19 de julio, la Cónsul General de EEUU Peggy Gennatiempo y el delegado de Economía, Empleo y Participación Ciudadana del Ayuntamiento de Madrid, Miguel Ángel Villanueva, presentaron la guía MADRID: DE AMERICANO A AMERICANO. La guía, publicada por el Patronato de Turismo de Madrid, cuenta con las recomendaciones de estadounidenses que residen en la capital, y es una de 44 medidas incluidas dentro del Plan USA del Ayuntamiento, que busca aumentar el número de visitantes estadounidenses en Madrid.

Further evidence of the strong and collaborative relationship enjoyed by the governments of the United States and Spain, on July 14, Ambassador Solomont and Nicolas Bonilla, Director of Spanish Customs, signed a Memorandum of Understanding to extend indefinitely the 2004 agreement to prevent, detect, and intercept the illicit traffic of nuclear and radioactive materials. Thanks to the Megaports iniative, potentially hazardous radioactive materials in improperly treated scrap metal have been intercepted on more than a dozen occasions.

Estados Unidos y España renuevan el importante acuerdo Megaports sobre seguridad

Como una prueba más de la relación sólida y de colaboración entre los gobiernos de Estados Unidos y España, el 14 de julio el Embajador Solomont y el Director de Aduanas de España, Nicolás Bonilla, firmaron un Memorando de Entendimiento para ampliar indefinidamente el acuerdo de 2004 para prevenir, detectar e interceptar el tráfico ilegal de material nuclear o radiactivo. Gracias a la Iniciativa Megaports, en más de una docena de ocasiones se ha interceptado material radiactivo potencialmente peligroso en chatarra tratada de manera inadecuada.

Ambassador Solomont and wife, Susan, visited the Painted City Mural Poject in Vitoria

On June 16-18, Ambassador Solomont and his wife, Susan, visited Bilbao and Vitoria on their first trip to the Basque Country. In Bilbao, the Solomonts made stops at two of the city’s spectacular cultural sites, the Guggenheim Museum and the Bellas Artes Museum. They also visited Mondragon, a business cooperative located outside of Bilbao, and the Ambassador discussed U.S. economic goals and perspectives with faculty members of the Deusto business school.

In Vitoria, the Ambassador met with Basque government officials, including Antonio Basagoiti, president of the Partido Popular, and lehendakari Patxi Lopez, and visited the Painted City Mural Project. Through its sponsorship of this project, the United States Embassy in Madrid brought renowned American artist John Pitnam Weber to Vitoria to help create a mural in the old city. With Vitoria mayor Patxi Lazcoz as his guide, the Ambassador visited the site where the mural is to be created and spoke with the volunteers who are making this visionary project come to life. This collaborative artistic endeavor, organized by Itinerario Muralistico Vitoria-Gasteiz (IMVG), counts on the support of numerous participants and volunteers including youth workers, immigrants, professionals from varied career backgrounds, unemployed, retired people, artists and non-artists alike. Ambassador Solomont found this to be a crucial project as it highlights the American values of volunteerism and community building.

U.S. Secretary of State Hillary Clinton met with her Spanish counterpart, Foreign Minister Miguel Angel Moratinos, on Friday in Washington, D.C. The two discussed a variety of issues on which both governments are collaborating. Foreign Minister Moratinos was in Washington to receive the Jan Karski Award from the American Jewish Committee (AJC). AJC Executive Director David Harris thanked Minister Moratinos for “creating a new chapter in relations between Spain and world Jewry.”

Consular Agent Ana Maria Quintana and Consul General Peggy Gennatiempo visit with the Director of the Emergency and Security Coordination Center, Mr. Juan Francisco Perez Marrero

Consul General Peggy Gennatiempo traveled to Las Palmas in December to meet with Consular Agent Ana Maria Quintana and local staffer Amy Fathe-Aazam and view operations of the Consular Agency, which has responsibility for consular assistance in all the Canary Islands.  During her time in Las Palmas, the Consul General paid a visit to the Director of the Emergency and Security Coordination Center, Mr. Juan Francisco Perez Marrero, and toured his operations center, one of the most modern in Spain.  The center is staffed by physicians, law enforcement authorities, firemen, etc. who respond to emergency calls for assistance 24 hours a day.  

Ms. Gennatiempo also had the opportunity to enjoy the Marine Institute in Taliarte. The Institute is involved in research and encouraging commercialization of results of their research by working closely with local businesses to create a market for their aquaculture successes. For example, in addition to fish, they are raising oysters which produce a new type of pearl – which could possibly be marketed as the “Canary pearl” in jewelry stores.

Consul General Peggy Gennatiempo traveled to Malaga in November and enjoyed a Thanksgiving Day luncheon with the American Club of the Costa del Sol in a local restaurant.  Ms. Gennatiempo also visited the Consular Agency in Fuengirola to observe operations and met with Consular Agent Roberta Aaron and local staffer Janet Green.  

In both Fuengirola and Malaga, Ms. Gennatiempo met with and thanked Spanish authorities who have been especially helpful to Ms. Aaron in carrying out consular casework and offering assistance to U.S. citizen tourists and residents. She met with local police commissioners, an official from the Malaga Mayor’s office, as well as with the government’s representative in Malaga, Hilario Lopez Luna.

Consul General Peggy Gennatiempo traveled to La Coruna where she met with Deputy Mayor Carlos Gonzalez-Garces Santiso, U.S. Consular Agent Marcelino Fuentes, as well as Chief of Police of Galicia Luis Manuel Garcia.

The Consul General was presented with a gift from the Mayor – a replica of the Tower of Hercules, which is the ancient Roman lighthouse recently listed as UNESCO World Heritage site and the symbol of La Coruna. Ms. Gennatiempo also attended a lively cocktail hosted by the American Club in her honor.

Department of Homeland Security Secretary Janet Napolitano delivered remarks to the International Conference of Data Protection and Privacy Commissioners yesterday in Madrid. Spanish Interior Minister Alfredo Pérez Rubalcaba, the Prince of Asturias, and cell phone inventor Martin Cooper also participated in the conference (more).

Secretary Napolitano emphasized that security and privacy are in no way mutually exclusive and encouraged continued joint U.S.-EU efforts to reach a binding agreement on data security and privacy.

Secretary Napolitano also met with Spanish officials to discuss customs cooperation as well as privacy issues related to bilateral criminal information sharing partnerships between the United States, Spain, and the European Union.

La Secretaria del Departamento de Seguridad Interna, Janet Napolitano, dio unas palabras en la Conferencia Internacional de Autoridades de Protección de Datos y Privacidad en Madrid. On July 20, 1969, man walked on the moon for the first time. The town of Fresnedillas de la Oliva (Madrid) had reason to celebrate the event: one of the three tracking stations for the historic Apollo 11 mission is located there. Thomas R. Defense Secretary Robert M. Gates and Spanish Defense Minister Carme Chacon discussed operations in Afghanistan, counter-piracy initiatives and continuing military-to-military ties during a meeting at the Pentagon today. Gates said the relationship between the two NATO allies is excellent. Spain has 780 soldiers in Afghanistan today, according to NATO statistics, and commands the Badghis Provincial Reconstruction Team in western Afghanistan. More

Secretary of State Hillary Clinton met with Spanish Foreign Minister Miguel Angel Moratinos in the Department of State. The meeting lasted 40 minutes and they discussed a number of issues, including the Spanish contribution to the operations in Afghanistan and other opportunities to work with Spain, an important partner, on challenges confronting the international community. The Secretary also raised suggested future cooperation in the area of renewable energy.



2008

arrow The United States Ambassador to Spain and Andorra, Eduardo Aguirre, traveled on October 2008 to the Spanish autonomous regions of Galicia and Asturias. In Galicia the Ambassador visited the cities of Lugo, Orense and A Coruña. In this last city Aguirre inaugurated the new consular office of the U.S. in Galicia. In Lugo and Orense, Ambassador Aguirre met with the mayors and took a personal and close look at the historical streets of both cities. After Galicia , Ambassador Aguirre traveled to Oviedo, in Asturias, to assist to the prize giving ceremony of the Principe de Asturias Foundation where three American award winners received the prestigious international award.

arrow During a visit to Bilbao on October 10 and 11, Chargé d’Affaires Hugo Llorens highlighted the strong economic ties between Spain and the United States and promoted the benefits of investing in renewable energy technologies. In a speech to a group of prominent Basque business leaders the Chargé outlined the U.S. strategy for addressing global climate change and encouraged Spain to continue developing and investing in clean energy technologies. In addition, the Chargé held a breakfast with IVLP alumni to exchange views with them on US-Spain bilateral issues. He was also in Bilbao to represent the Embassy at the opening of the exhibit “Art in the USA: 300 Years of Innovation” and attend a gala dinner at the Guggenheim Museum. The exhibit opening received excellent press coverage in all major Spanish newspapers. During a morning interview with Radio Euskadi (250,000 listeners) the Chargé answered questions about the US-Spain bilateral relationship, US policy in Iraq, terrorism and the US electoral process. arrow Ambassador Dell Dailey, Secretary Rice's principal advisor on counterterrorism and the USG's coordinator for all diplomatic efforts on counterterrorism, was in Madrid on Friday September 21 for meetings with counterparts in the Spanish Ministry of Interior, Ministry of Foreign Affairs, and various security, law enforcement and intelligence agencies.  Ambassador Dailey's delegation shared USG counterterrorism assessments and explored ways to deepen our already excellent bilateral cooperation on counterterrorism matters.
